Both are very different places - I suggest you have a look at the individual tourist information websites for Brighton and Bath, or read some guide books to see which you prefer to visit. Bath is a good day trip, but it's small and not much to do beyond first day. It is beautiful though and has some great pubs.
Also might be different now thanks to COVID travel restrictions but it's tourist central during warmer months and very busy. Brighton is more for the nightlife and beach really so whatever you're after. Both are worth.

Other small towns that are closer than Bath that I personally enjoy are Winchester and St Albans, the history in both places is amazing.
